What is Context Dependency?
Context Dependency is the concept which posits that different effects might occur in different situations. Not all events can be explained as things that will always happen as the situation around may change the results.
However, this is not to be confused with randomness as that falls under a different theory. Simply put, if the same cause occurred but the context around it changed, the result would vary
Example
An example would be baking a cake. By following a recipe down to a tee, would that mean that every time you made the same cake, it would always come out looking and tasting exactly the same?
Well it could, theoretically, but its highly likely that results differ every time its made. This could be do to the situation such as increased humidity, oven temperature, ingredient quality, time and technique, etc

This concept was exemplified through legalization of human meat. When the virus eradicated all animal life on Earth, there were ways humanity could have pushed past this. Other alternate meat sources could possible have been found, however, at the time it was lab grown Humans that became the solution.
The context around the war changed the outcome, but did not enforce it. Rather, the outcome of human meat legalization was influenced by the change, showing a context dependent result
